I'd rather stay away from the Cheating VS Legal VS Legit discussion, but RNG Abuse goes through what essentially is a calculator made out of pure research and exploring the content of the ROMs so it's definitely at least 1 tier above than PkHex and equivalents.

Nope. As long as it's all in-game, even cloning items isn't cheating. You're "just playing the game". If it's something you dislike, don't do it. But it's not wrong.

I don't find it cheating. You aren't editing anything in game and as long as you can get it without using pkhex ( which you can) .

I look at it the same way someone might look up quick ways to EV train. It's annoying, but not cheating unless you use pkhex to check the seed.

eh I can get people using PKHex but personally I don't feel satisfied by taking the shortcut. I think it's cheating using PKHex considering it just gives you something you're not supposed to see while the other method allows you to find it ingame.

Technically it's exploiting the game mechanics, like hatching a shitload of Magikarp in gen 7 in order to get a shiny of something else.
