Rock's fine, really. It's one of the best offensive type in the game and actually has a few resists, unlike Ice. All it really needs is more powerful moves with good accuracy, and maybe be neutral to ground.

Rock-type is already viable. The problem is that the Pokemon have bad stat spreads. Just make more offensive Rock-types (see: Tyranitar, Terrakion) and the type is fine.
