Mine is rather simple, I think. His mega becomes a normal evolution with an ice stone.
Then maybe he gets a mega from there, that boosts his speed by 75 and his special attack by 25, maybe with a hail equivalent to Desolate Land/Primordial Sea. Or even just a hail equivalent to those, no extra mega needed.
