Rare exceptions. If anything then, you should just be able to select between 31 and 0 IVs on select stats. There's no point in anything in between.

Yes, and there is no point in levels, EVs or natures either. It's just to provide more ways to optimise.

I think it's all fine, as long as there are ways to fix it after the fact. I wasn't a big fan of the IV system until Hyper Training came along. I'm still not a big fan of natures. Pokemon promotes this whole "Pokemon are your friends for life!" thing, but it all falls apart when you find out "Adamant" isn't just a flavour term and your Alakazam is ruined forever.
