He's gonna be OU, don't worry. It's literally the same thing that happened last gen. He dropped to UU, and then the meta solidified and people realized that Keldeo is still fucking amazing.

Is it mostly because of the tapus? Keldeo can't touch any of them. Any other reason? I guess celesteela is a problem for it but its a problem for most things anything

It's gone because the speed tiers moved up slightly and also because it cannot touch Fini at ALL. Previously a specs Keldeo could beat, say, Slowbro by burning it and then 2HKO'ing it with Hydro Pump when rocks are up.

It doesn't help that a lot of new mons have advantages and ways to boost speed.

This pretty much. Tapu Fini is absolutely one of the best pokemon in OU and Keldeo can't do anything to it. I doubt specs HP electric would even 4HKO.
