Minor correction: Misty's last appearence in the anime was in the special called "The Mastermind of Mirage Pokémon", so 10 years ago. That's leaving flashbacks aside, in which case it would be 3 years ago. Of course, with the Gotta Catch 'Em All Reboot coming this year, she'll be brought back again for it, more than likely.
