I got mine in Tapu Village when it was raining. The only other weather mon in that area is Vanillite, which shows up in hail.

Yes, that or Exeggutor island. Pretty much everywhere where it's raining in the overworld so you don't have to keep rain dancing.
The little bastard has a horrible encounter rate so please be patient. It took me an hour or so.
