Blizzard hits surprisingly hard from this thing, it has decent SpAtk. It has a good speed tier for Scarf but I'd want to run LO or even Specs to abuse its power. For moves Smogon recommends HP Ground.

Also Explosion could work to pivot directly into your Hail abuser if you're doing Slush Rush or something.

With the Scarf set it allows you to eat LO TBolt from Koko
On Specs it just speed creeps on 32 Speed defensive base 100s with the rest put into SpAtk and HP (the only relevant thing max speed does is speed tie with Adamant Buzzwole)
