It's really not always that bad an idea. Sometimes it's worth clearing your own rocks if the opponent is heavy stall and has a full field of hazards. Setting your own rocks back up usually isn't very difficult anyway.

Defog removes ALL hazards from the field, including ones that you have set up on your opponent's side.
So to have a Stealth Rock / hazard setter and a Defogger on the same team contradict eachother, rather than having a Rapid Spinner which only removes hazards from your side.

Defog is good for keeping hazards off the field until your opponent's hazard setter is dead.

Actually on teams that can keep momentum that is more recommendable.
Not every team wants to run Excadrill/Starmie so a pivot Defog user works well as a panick button.
People that think rocks at turn one are a must often forget how good some Defog users are over rapid spinners on some teams.

Frail spinners are fine if they're threatening enough to force switches. Starmie's been doing it literally forever
