GameFreak is afraid that if they add a Dolphin Pokemon, that they'll be responsible for making the Japanese suddenly question and decide against eating Dolphin.
I wouldn't be entirely surprised if they were being paid extra to ensure a Dolphin Pokemon is never truly conceived until the day the Japs make this change of heart on their own.
