Because Japan has PTSD towards Heracross. Apparently in gen 3 it was somehow considered the most broken Pokemon in the game and people would insta-forfeit if the opponent had SD Heracross. Gen4 was similar but here Cresselia was considered even more broken.

Fairy was designed as a reaction to the Gen 5 meta. Everything that was good before Fairy is meant to be directly hurt by Fairy existing, except, of course, Water. Water gets it's dick sucked. No one out 2 and 2 together and realized that this would be incredibly OP though.

Add a multi hit Poison-type move for Mega Heracross abuse it. I remember when Heracross was considered the best Bug-type, it even allowed me to pass through the whole Pokémon Stadium 2

I also gave him Smart Strike since he has a horn and could be really good against Fairies
