The closest Ash came to being "cool" was in XY. The only thing that stopped him from falling in the "cool" category is the fact that he always had the same expression on his face. If he'd show emotion more often, like smiling when he's having fun or winning, not all the time, or being genuinely happy when he wins and somewhat sad when he doesn't, he would've been perfect.

Either way, the closet we came to having a "cool" protagonist was in Origins.

As a person, cool isn't his main trait, I think his kindness- especially to Pokémon- defines him. As a Trainer, he is definitely cool. He routinely finishes in the top 16 of every Championship he enters, usually in the top 8 or 4 if not better, he's a master strategist when up against strong opponents and he's in sync with his team. Would not be at all surprised to find he's a minor celebrity in-universe, appearing in "upcoming talent to watch" columns in magazines and the like. And, obviously, he's the best Trainer in Pallet Town's history so he's DEFINITELY a local hero.
