It doesn't help that nearly every Water mon learns some Ice move, so Ice isn't even needed.

In this situation I can say that the logic involved is that they're monsters and that certain monsters can't learn certain things. This is retarded, there's no real reasoning you can give for any of it beyond Gamefreak handing out moves as they please.
