Its a slightly better Politoed. Hazard control,reliable recovery, slightly more firepower with a fantastic STAB from Flying, etc. The only thing Poli has over it is no Pebbles weakness and can survive nonSTAB electric moves.

I found out he had drizzle but not the Special attack buff. so i made a defensive set for doubles.

Should i just do 252 in defense instead?

I'd do hydro pump over scald since you might need the extra power if you have no SpA EVs. Also tailwind might not be necessary at all if you've got swift swimmers.
