I'd say yes, since it's a body part and not an inanimate object or imagined concept. Then it's not an unsafe, unhealthy, painful or even illegal fetish. Caressing feet is not considerably more dirty than let's say eating ass or other sexual acts that are strangely considered "normal" by society, or kinky at max.
But in the end, if one doesn't have a certain fetish, one cannot be talked into it or "get" it, I guess.

Honestly I think feet is sorta comically innocent as far as fetishes go. I've delved deep into the world of horrifying, bizarre fetishes, and it's hilarious to me that there are people like OP who still find foot fetish offensive.
