I'd make it so you need to have at least 5% more speed than the opponent to move first (about 16 to 20 more speed at Lv. 100), and anything inside that range would be as you said, random but leaning towards the faster mon. So that means you would need about 8 to 10 more base stat total to completely outspeed the opponent.

Incineroar's special attack and speed need to be reduced and boosted respectively, hell it'd be great if they were swapped. In terms of moves, it definitely should get Fire Punch, Knock Off and Sucker Punch. Maybe even Close Combat or Drain Punch as well.

Why did they fuck up so many Pokemon this generation by poorly attempting to make them into mixed attackers? It's nearly as bad as the rampart speed problem.
