I don't see how anyone can say it should be Decidueye so that Kukui gets Incineroar, when that leaves Primarina with Hau, which doesn't really fit.

No canon combination of starters fits. Sun and Hau don't work with Primarina, Chicken-chan needs Primarina, and Kukui needs Incineroar. There's no way to get this to work.

But what about the ridiculous of Kukui not using the wrestler pokemon when Incineroar is a thing... which also includes Gladion not using Fire Type Silvally, the only Silvally alternative form with an artwork (artwork specially made to present Silvally and Gladion as team)?
Rowlet is the logical choise, the cute kid who becomes badass picked Rowlet, kid with goofy personality picked Popplio, Kukui use Litten because they doesn't look like but are wrestlers and Gladion use the Silvally form which match with his clothes also the only form with artwork.
