Out of all of the teams, I would say my least favorite is Team Flare. It was cool how they tried to get kinda philosphical with the whole leader thing, but Lysandre was honestly the only somewhat memorable member of that team.

I would say Team Skull is the worst, since they do absolutely nothing.
And people argue they are supposed to be useless.

Galactic is my favorite, but Plasma and Rocket are the only evil teams actually doing shit.
Rocket is stealing, killing, and selling Pokemon.
Plasma is forcing trainers to release theirs and then turning around and stomping on Munnas.

Plasma is best team.
Yeah, Skull has personality, but they're there just to be there.

I guess it depends on if you consider best to be most successful or most interesting.

Because Team Skull has the most memorable personality of any team.

But I'd say Team Rocket is the best as far as actually achieving their goals, probably because they're the only team except Skull that didn't have an evil destroy the world/take over the world plot that massively failed. But Skull's actually pretty successful in that they just wanna chill and for the most part don't really fail at that. They're at least more successful than all the crash and burn baddies.
