No, in fact it's probably the worst type of terrain.

It doesn't boost fairy type moves, but instead halves dragon type moves, which is redundant since Primarina's immune to those moves, anyway.

It does prevent non-volatile status conditions, as well as confusion, but if you run Scald, Rest or Toxic, you're screwed until the terrain disappears
