Boomburst alone doesn't make him good, just playable.

Pick either Attack or Sp.Attack and boost one while lowering the other (Preferably Sp. for that sweet STAB Boomburst). Give the leftovers to Def and Sp.Def so he's bulkier.

If speed is a problem, run a timid one with choice scarf instead.
