2. Download FBI as a homebrew program
3. Open the homebrew launcher and FBI
4. Find the QR code for CIAngel and scan it in FBI
5. Reboot the 3DS
6. Open CIAngel
7. Switch mode to Install CIA with the L button
8. Search for the game you want and download it
