Even so, it's probably still illegal in your area to have her fixed and fixing Pokemon is fucked up anyway. Instead, look for a local breeder and try to have her set up with a desperate male outside her egg group, or a male in her egg group if you want the offspring; or you can just give it away anyway. With any luck the male will fuck her brains out and she'll calm down.

If she's not in heat, try getting her some toys. Just regular poketoys I mean. The eevee family is high-energy and easily bored, you might just need to engage her.

Eevees can be recommended to just about any kind of trainer. They're adaptable, cute, small, and manageable, and if you ever decide that you'd like something a little more specialized, they can do that too with their large number of possible evolutions.

Minccino is another great choice. Very cute, very small, VERY soft (petting a Cinccino's fur is great for stress relief), and they keep themselves clean. Also, if you feel like evolving it, you don't have to battle, just go into town and buy a Shiny Stone.

There are a couple factors working against you here. In the wild, the Scrafty line generally live in lounges of 10-15 individuals. Additionally while they do roam around a fair bit, when they settle down they prefer a messier nest over a neater one to allow for more boltholes. So it may be a mixture of loneliness, and trying to make it's environment the way it prefers.

As a solution depending on if you live in a house or an apartment, try setting aside designated space for it to arrange as it likes. If you don't already have a friend for it to interact with then consider a Helioptile or a male Salandit (if you prefer lizard-mons), or a Machop if you're a fighting specialist.

They don't have long or thick coats of hair-like material, so you don't need to do any brushing. The only thing I can think of is some sort of protective moisture retaining oil? Like a bit of quagsire slime?

I've caught a Bisharp, any advice or info?
Diet, habitat, etc.

Common advice that I have seen many forget: NO HUGS!
Those blades are not for show.
Other advice is that they need a rock type or a whetstone to keep their blades in top condition and that they are pack animals so catching another steel or dark type is a good recommendation, mine gets along great with my murkrow.
