Literally every gen, except V, has absolutely better legendaries than Gen IV. Pixie trio is the worst along with musqueteers and genies. Manaphy and literally who Phione a shit. Giratina is the only good one of the creation trio. The rest asides from Shaymin are just dex fillers. Gen IV and V's legendaries are a perfect example of quantity =/= quality.

Gen V has the most "good but not bullshit good" Legendaries, mostly the Genies and Musketeers.
They just don't have much in terms of what you should expect from a Legendary. Zekrom and Reshiram aren't shit compared to Xerneas or Ho-Oh or Mega Fug.

I might be a bit biased since Palkia is my favorite legendary. I always though a space-warping dragon was a neat concept. Personally 4 has the best legendary designs, followed by 2 and then 7. Solgaleo reminds me of Cybeast Gregar from MegaMan Battle Network 6, which is why I love its design, and Lugia and the Beast Trio have been in my favorites since I played Crystal.
