They're multiplied by each other as part of the damage calculation, so mathematically speaking, neither is more important than the other.

The flaw with your question is that there's no way to compare the value of Base Power vs Attacking stat.
1 point of Special Attack isn't equal to 1 point of Base Power

I don't think this proves anything, but I ran a test.
Notice that the difference between Zekrom's attack and sp. attack is equal to the difference in BP in the two sets of moves.

It depends, but BP can make a huge difference. For instance, Electivire actually did more damage with the old 95 BP Thunderbolt instead of Thunder Punch assuming equal special and physical bulk despite having nearly 30 more BST in physical Attack.

Zekrom's attack is ~22% higher than its SpA on your screenshot while Frenzy Plant has 25% more power than Double-Edge.
Since % difference in moves' BP is higher than in Zekrom's stats, Frenzy Plant hits harder than Double-Edge.
Try giving Zekrom 36 EVs (345 attack would be 25% higher than 276 SpA) and see what happens to percentages.

There's no clean cut answer. The scaling isn't proportional.
For reference, a 60 power move with a 50 base stat is equivalent to a 50 power move with a 69 base stat.
However, a 120 power move with a base stat of 50 is equivalent to a 110 power move with a base stat of 59.
In general a relatively weak mon can overcome it's weakness with high BP moves (see: Talonflame), while a strong mon with low BP moves tends to struggle (see: Kartana). I'd say movepool generally has the edge when it comes to deciding shitmons.
