Trading. Enter a few (Theme) tournaments to win a couple of packs/chests and trade your way up. I haven't bought a Shaymin in a while, so I can't tell you exactly how many you need (you will want to post your own offer though; public offers are generally a poor deal).
After you've played for a while, you can always invest tokens into Roaring Skies packs in the shop. It's a long shot, but it's not like there's masses of things to spend tokens on. I just came back after a fairly long break and spent a load of tokens on ROS boosters and managed to pull a FA Shaymin-EX

I've used Fates Collide Snorlax as the second attacker myself, but since you play Xerneas, you could easily slap a Xerneas BREAK in. That'd give you an evolved attacker too.

You aren't covering all bases there though. There are attacks with a damage number which can potentially deal 0 damage (attacks where you flip coins and deal damage proportional to the number of heads flipped, for example).
That said, FFB still does not boost these attacks unless you flip at least 1 heads, so it's not a massively relevant distinction.

What special energy could you even use? Almost every special energy is type specific and you specifically said 'colorless only'.
That said, basic energy is always preferable to special energy unless you have a very good reason to use the special energy. There is a lot of special energy hate in the game atm and cards such as Max Elixir only work with basic energy.

while you're thinking about energies in this manner, remember that Double Dragon energy can count as any type of energy once attached. Meaning it can equally be used with Fairy Garden or Fairy Drop same as regular Fairy Energy would.

It's all about trade engines.
There are two ways around it:
1) buy common/uncommon stables in bulk and resell individuals
2) buy rares in bulk and turn them into highly valuables cards trade by trade
Gonna give some exemples without telling you my own engine:
1) Get 8 Parallel Cities for 1 pack, then sell them as 2 for 1 pack. 3 packs profit overall. You always want to buy these cards in 4, 8 or 16 units and then resell for 1, 2 or 4. For it to work, the cards need to have some demand out there, so go with meta cards.
2) Acquire an EX that is worth 1 pack, and trade it for one that is worth 2 packs or more, and so on. Using a card value guide could help you there. It's possible to acquire 3-4 moderatly rare cards for 1 pack, such as the Mythical Pokemons promo and sell each of them for EXes so you can finish with 3-4 valuable cards from 1 pack.
To give another concrete but outdated examples, you used to be able to easily acquire 16 Ariados for one pack and then sell them at a 4:1 rate. You also used to be able to acquire a SR VS Seeker for a SR Energy Switch and then sell them for 2 SR Energy Switch each.
Find your own engines and keep track of the metagame to update them. You'll be able to hoard packs and build a huge collection from nothing and without investing a single penny. Patience is key too.
Pic related is another outdated (though I haven't tried it in a while) example.

Most game shops I've been to (Yorkshire) are alright as places. The staff tend to be utter shits though. It's particularly alarming how many of them seem to apply house rules and add shorter time limits, make decking out count as a draw etc., especially in League Challenges which are actually worth CP.
I do a lot of VGC Premier Challenges too, and any VGC organiser who tried to change the rules would get shot down by every player there. I gather that a much lower proportion of TCG players really care about the competitive circuit though.

It's a bit of both really. If you run it, I think you will find it difficult to work towards a definitive win condition. Evolutions Raticate may well work with Raticate BREAK, but I would imagine you will naturally have to settle on one of 3 decks:
-Evolutions Raticate disruption
-A more focused mill
-Raticate BREAK & Ariados (as >>31217368 said).

Any advice on making it better? I keep milling myself. I've seen a build with heavy skyla counts, but that doesn't seem correct in situations where your need multiple cards. Also considering a different ace spec, but it's better than the third ultra ball.
