Mew was added to Red and Green after they finished everything else, including the QA testing. If Mew broke something in the game, they wouldn't have realized until everyone else found out Mew was in the game. Red and Green (and Gen 1 in general) was a huge clusterfuck of coding, so it's not hard to imagine an extra 'hidden' Pokemon somehow wrecking the game's code.

I actually enjoy this. I'm not saying it's right but this is my idea of fun. I already got Politoad, Goomy, and Castform. I rather spend time on SOS battles than evolving a pokemon. I went out of my way for a Poliwrath and ended up with two shinies before I found it. The rain ones are the hardest. Starmie, Umbreon, Espeon, Slowbro, Shelgon, and Salamance were pretty easy. I even killed a Shelgon when I wasn't paying attention.

I have waited years to catch evolved pokemon in the wild. My favorite part of pokemon is catching them and this scratches the itch. 1% encounter rates is just too easy.

Second paragraph at the bottom of the page lists a whole bunch of animals which are already existing Pokemon, and surely it wouldn't be hard making a couple new ones.

I think the idea is to promote trading. Normally, the only Pokemon anyone trades for are version exclusives (and breeding leftovers). Here, you have the choice between trying to hunt down a rare Pokemon or trade with someone who already has.
