Literally just a whale wearing a hat. The actual artwork is fine, it's just not a creative concept.

Try finding some sort of creative element to blend the whale with, perhaps something related to some kind of whale pun.

Its decent for a fakemon, but the best pokemon have either 1) Obvious inspirations and good details or 2) Really cool inspirations. And I am not sure what this thing is based off of.

Maybe a joke about how "whale" sounds like "wail". Have it be a whale that cries all the time and has access to moves like fake tears. Yes it's a silly idea, but Game Freak have done sillier. A good way to make unique fakemon is to just go nuts and have fun with your ideas.

The final evolution looks more piratey. Not so much a criticism though, I would have never guessed littens evolution line
That's not too bad. Maybe give it a more realistic hat, or like a dirty old worn out one (Maybe they inherit the hat from dead of the last evolutions like Marowak kind of?), and maybe give it the little anchor floating around it, which grows with the whale? Also noticing the filenames on these, this gonna be a whole dex?

Give it a brand new small hat, that gets bigger and more beaten up and ugly looking as it evolves. I think we all kind of hate the paper hat anyway.
Also the anchor is a good idea. When people think of sailors anchor tattoos are common. Tattoos are usually pretty common with sailors, if you want to go that route honestly.

Pokemon often have iconic, distinguishable eyes, and the first fakemon in your line has eyes just look like Wailmer's but bigger, and kind of lifeless. The other evolutions have iconic eyes and are great, so maybe make the first one's eyes similar to those but less intimidating without being overly cutesy.

I love the paper boat turning into a pirate hat idea, and while subtlety is important, you could do more with it- I find that researching real-life countrerparts of your fakemon and making pokedex entries for my designs helps to flesh out the ideas more, as you can adjust their designs to focus on their purpose (not sure how to word that right). Since yours is based around a whale, if I'm not mistaken, they have to be conscious to breathe, even while sleeping. Since this is pokemon, you could give the hat special properties that are inspired by this- for example, the hat floats to the surface when the pokemon is sleeping and collects oxygen. While not the best idea, I feel design aspects should have a purpose and shouldn't just be stuck on (For example, Bruxish has a thing on its head that is used to send soundwaves to intimidate other pokemon, and is not just their for no reason).

It's a cute whale in a cute hat, although the place where the hat is doesn't really match the perspective of where the whale is facing. I feel like the eyes really make the design look generic. It might be worth making the hat a little more distinct, or have some sort of pattern on his body that might indicate that he evolves into a pirate or some shit.

tl;dr: Hat and design are nice-looking, but very, very, generic

Honestly it looks fine minus a few tweaks you could do. Look at Oshawott then Samurott, and then Totodile then Feraligatr. There is no perfect starter or way a starter Pokemon evolves.
