They're good with Hail.
Greninja can have a hard time with Sandshrew so you're guaranteed to take at least one from it.

I say yeah it's good.

It's incredibly reliant on weather. With Hail up, with a Swords Dance, it can sweep. But then again, what can't sweep with +2 Attack and doubled speed? And if your Hail goes out it's over.

252hp 252spdef set with rapid spin is viable outside of hail

It'd the only Fire-Dragon outside of Megazard X, and that is a good typing since it ignores Fire's water weakness, and Dragons's Ice and Fairy Weakness. It only has Dragon, Rock, and Ground Weaknesses.

It'll be great on Mono-Dragon Teams.

Theres a special move it has access to, I think shell trap. Its a fire type protect that retaliates against physical attacks with physical fire damage. As a mega-metagross lead, this thing haunts me in doubles.

Okay in theory, dumpster fire in practice. Its stabs are resisted by steel AND water, two of the the most common typings in the game. It's also not that fast at +2, unlike other weather sweepers you need to run jolly or else most scarfers outspeed you. And since you need a hail setter, it requires you to stack ice types, which is a serious burden for all teams. It's also not that strong since you're not running adamant, your base attack is a barely decent 100, and your STAB attacks are 80 and 85 BP.

It's not a protect clone, it works like Focus Punch. It doesn't go off if you flinch or if you faint, and you think it would, but it doesn't. It's a really trashy move.

I'd run T-wave or Heal Bell over Aqua Ring personally. Relying on Water/Volt Absorb for keeping health up. If I went with Heal Bell I'd probably switch Hydro for Scald. Comes down to what you were planning on using it for though. Obviously the Battletree trainers hate switching most of the time which makes Aqua Ring considerably better.

Put it in a trash bag.
It's harder to kill than standard Raticate but 75/70/80 bulk is not impressive and it lacks movepool to tank. Basically, the only viable set is Hustle with Sucker Punch, Double-Edge/Return, Flame Wheel and whatever else you want.
