Humans have Base 25 speed. Vikavolt seems fast.

Usain Bolt, at his fastest, reached 27.8mph while running. Vikavolt may be faster than humans, but not by a large margin.

Garchomp, the Mach Pokemon, flies at Mach 1. 102 base Speed.
Top speed and Speed stat don't actually scale with each other.

Also Zygarde 10% has 115 base speed, not 100.

The speed stat does not have any correlation with travel speed. Onix can dig at 50mph, and has a base speed of 70. Pidgeot can hit Mach 2, but until recently had a base speed of just 91. And then there's Whimsicott, the fluffy cotton pokemon, that has a base speed of 116. What the speed stat must then actually measure is some combination of reaction speed and initiative.

Vikavolt might be capable of high speed flight, but battles aren't a race, and it's not very good at responding to commands. Like having low acceleration in a scenario where you have to stop often.

Look at Aggron. It's a defensive wall, why would it need to move quickly? It would rather take a hit than try to dodge. It's like Natural Armor vs Reflex in D&D.

I just assume that they slow down for sportsmanship in battle as well as better tracking, the former since they're battling for fun, not to the death, and the latter since it'd be hard to track your opponent when you're flying that fast

Big beetles like Vikavolt are actually quite slow in flight.
The fucker could probably run really fast but no he's gotta use his dinky little wings that can't fly for dick. If you also take into account how big most fully evolved bug types are as well, it's kind of a miracle vikavolt can get off the ground at all. Cut him some fucking slack, it's already an amazing feat that he's airborne with monsterous tusks like that.
