So let's consider:
>Pidgeot
>Deoxys-S
>Trapinch
>Dragonite
1) Converting priority in M/S speed. I'll base this after the faster pokémon, which is Deo-S, and the slowest one that has acess to a priority move that requires movement, Trapinch.
(I) Timid Scarf Max spe + 6 Deo-S under Tailwind has 6.048 spe.
Yet, he gets outspeeded by a Lv 1 relaxed Trapinch holding an Iron ball min speed - 6 that uses quick attack.
This implyes +1 priorities give at least 6.048 speed.
2) According to the pokedex, Pidgeot can reach the speed of a Mach 2, or 680 m/s. In the best situation, which is:
(II) Lv 100 scarf timid max spe + 6 under tailwind, it's got 3'972, where we add 6'048 deducted by (I).
So, 680 m/s correspond to 9'120 speed.
3) Now, picking the fastest Dragonite:
(III) Lv 100 Scarf timid max spe + 6 under tailwind where we apply 2 priorities ( for Extreme speed),
we got 17'587 speed.
According to the pokédex, Dragonite can circle the world in 16 hours, 57'600 seconds, so:
(IV) 680 : 6'048 = x : 17'587
x = ~1980
Dragonite can reach 1.987 m/s, so in 16 hours he will have made 1.987*57'600, which is 114.451.200 m, which again are, in Kms, 114'451,2 km.
Here we can deduct a radius of 17'770 km.

Maybe assume normal circumstances, no tailwind and +6, just max speed... Hell, the dex makes it sound that any pidgeot can do it so 0 ivs - nature. See what it gets you. Also same for dragonite.
I say this because I see your result is like 3 times this earth one, and maybe Gf actually did calcs so it fits the actual radius

I don't think the assumption that priority moves linearly increase a pokemon's speed is a good assumption. I always interpreted it as just a strategic choice, like waiting for a small opening to get a quick a jab in. Not that your Pokémon suddenly moves supersonic

Extreme Speed and Quick Attack are about moving very fast. Sucker Punch and possibly Shadow Sneak are about openings.

When Pidgeot was claimed to go Mach 2 there were less IVs, it had lower base speed, and Natures/EVs/Held items weren't a thing so it was a lot slower back then. Calculating based off of Pidgeot's maximum speed (unboosted) in Gen 1 you find that an actual speed stat of 40 is a bit under 400km/h.
