Infernape was the first time we got fire/fighting AGAIN, and the design just embodies that typing so plainly. It looks like it fights and it looks like a fire-type. There's nothing interesting about it. Making his head just be on fire is the most basic way to say "this is a fire-type" there is. Yeah, I get it. Journey to the West. One of the most tired fantasy references there is. Great.
