It's not really its fault. Ice/Steel just doesn't do much. They should've made Aurora Veil usable outside of Hail but tightened/kept it to the shittiest of Ice types like this, Aurorus, and Delibird in terms of distribution.

Steel is arguably the worst because you get TWO x4 weaknesses in fire and fighting.

Terribad typing, stats and ability are at odds, with a poor movepool. If I was going to make an awful Pokemon ironically, it would probably be very similar to Alola Sandslash. GF did it unironically.
