Objectively speaking, the Mudkip line is too dominant in Hoenn-based games to ignore. I can't think of any other starter that was even half as good a choice to open their game with. STAB EQ is always a plus, STAB Surf is good for in-game purposes, Ice Beam is there for coverage if that really matters to you, and actual Grass moves are rare in-game outside of your rival.
Just about every other starter ever has some sort of weakness to an important trainer in the games they feature in. Swampert reigns unopposed in Hoenn.
