They changed the Garchomp's shiny to not be literally unnoticeable so yeah they can

Would you believe me if I told you I don't even have Photoshop? I use Paint.net and yeah the paint bucket is involved, but so is the hue/saturation tools. Still very simple, GF doesn't exactly set the bar high.

Shinies themselves can remain wildly different for all I care, just actually put some effort into making them look good instead of turning everything into a sickly green and calling it a day.
