Salamence didn't get Outrage until gen 4 IIRC. There was a time where Dragonite was the only Dragon that learned both Outrage and Dragon Dance.

You're fucked either way. Most of the time not using the 100% accuracy moves just means swapping to a lower base power move that starts missing vital OHKO's, which is often the same as missing anyway a lot of the time.
