You're calculating it incorrectly. Items like Eviolite, Life Orb and Choice items boost the actual stat, not the base stat.
So instead of
>105 (Base stat) x 1.5 = 157.5
It would be
>339 (Fully invested at Level 100) x 1.5 = 508.5
The actual stat, with full investment, would be closer to base 180 Special Attack.

It'd be ok. Nothing that's NFE has the stats the abuse it. Fast mons like Electabuzz, Sneasel, and Scyther would be your best bet, but they'd be mediocre with it (and Eviolite might actually just be better on Scyther since it gets passable defenses and Roost).

It's really not that amazing. The best potential users do only a bit more damage than their evolutions with life orb, all while being slower and frailer.

It probably doesn't break anything but it might make some evos obsolete. It takes a fucking lot to break a mon nowadays.

because eviolite was designed for late-evo pokemon (which, in Unova, there are plenty) so they have decently respectable bulk to survive against early-evolved pokemon until they evolve. it's made for in-game, it just happens to be absolutely broken competitively thanks to oversights with mons like dusclops, chansey, porygon2, and tangela.
