How is Burn Up for him?
It seems like you're essentially trading permanent 90 base power+STAB Flamethrower (so 135 base power?) for single use, at least until switched out and back in, 130+STAB followed by raw 130. Which doesn't seem like a horrible trade off.
Although he has no reason to have it, it'd probably synergise fantastically if he also had Volt Switch.

Burn Up seems pretty useless. 130BP Special STAB is nice, but that's only 20BP more powerful than Fire Blast, and the fact that it becomes completely unusable until the user regains their Fire-type totally kills it. You might be able to grab an extra KO with that 20BP but the trade-off doesn't seem worth it at all.

Not as strong as scarfed Eruption while filling the same purpose, but more reliable since you don't have to worry about hazards fucking over your damage. Burn Up seems alright for revenge kills, but Eruption is better for leading or switching in on somebody that's still setting up. A matter of preference and team comp, I guess.

Fire was Special. Fire badger was made prior to the split. After that, and a few generations later, Typhlosion can't take advantage of its vast Physical movepool because of shit Atk. Instead of STAB Flare Blitz, Wild Charge for Water coverage, EQ for Rock, and Crush Claw/Shadow Claw/Whatever, you'll go Choice Eruption, Fire Blast, Focus Blast for Rock, or Hidden Power, which is a bitch and a pain in the ass to breed.
Charizard is the same way but it got 2 Megas: A mixed attacker and a special sun wallbreaker, so it doesn't suck now. Burn Up doesn't do justice to fire badger.

As someone who played gen I, a move like flame wheel is perfect. Gen I barely had moves with base power around 60.
And Typhlosion leaned Fire Punch back then. Anyone who played Gold and Silver knows that.
