Weak Armor got buffed so she can unironically attempt to Sword Dance without the need of Autotomize. If she only got Drill Run she'd ruse Heatran and other mons. Still not the best set but Weak Armor really helped slow mons like Kabutops, Smash Omastar and even slower Smashers like Crustle.

Most Pokemon with weak armour almost always want to run their other ability.
The ones you mentioned especially. Skarmory runs Sturdy so it can set up hazards on a counter, Kabutops and Omastar are faster without taking damage and lowering Defense under rain with Swift Swim, Crustle wants Sturdy so it can guaranteed Smash up, Garbador wants Aftermath, Vanillux just got Snow Warning, Magcargo wants Flame Body to get burns and Mandibuzz loves Overcoat since it's bulky as fuck and doesn't take chip and is immune to Power moves.

Weak Armour isn't very good after the buff, and the Pokemon that have it also have a better ability available.

Uh, aero ass does get tech boost , and so do 60 BP moves that get STAB since tech boost is applied before STAB (Max of 135 BP for 60 initial BP moves receiving STAB), and Aerial Ace would have 90BP with just technician, and that is still nothing to scoff at even without basically getting STAB applied twice or any other bonuses on something with an attack stat as high as Scizor. Writing this made me realize why Smart Strike has a BP of 70 instead of 60 because of how fucking broken the move would probably be after tech boost, regardless of heavy slam celesteela being even more fucking insane than a 135 BP move regardless of typing that ignores evasion that would also completely destroy most fairy types with relatively little setup unless it's tanky enough.
