The two aren't even comparable. Garchomp is a top OU threat that's commonly run even without Reshiram, whereas Golduck is a shitmon nobody would run if it weren't to counter weather.

Still, the overcentralizing force it would bring to ou WOULD be bad, I'm definitely not for unbanning it or any ubers.
