What can steel do to water? It can't absorb it like grass, it can't electrify it... you put steel in water and it just sinks.

Water rusts Steel. It would've made more sense as a defensive weakness, but making it weak to the most common Special type would've ruined its whole shtick as the ultimate defensive type.

Then in Generation VI, they made it better offensively (hitting the new Fairy-type super effectively), and made it less OP defensively.
