Physical: Outrage/earthquake/brick break/dragon dance. Poison jab, dragon tail, autotomize, dragon claw, swords dance and on a pinch X-scissor and sky uppercut work fine.
Special: Draco meteor/Flash cannon/focus blast/flamethrower I feel is your best set. Many use clanging scales over draco meteor and depending on how you play it and again autotomize still works to.
Mixed: Throw a fucking dart on any of the following but remember if you are aiming for fighting stab focus blast is sadly the only good option you get.

Maxed out speed for both and maxed out for their respectibe attack stat. Even with Adamant and Modest being preferable to Jolly and Timid its still good to blow your load in speed more than anything else besides attack. I once thought about running one with maxed oyt HP but its really not worth it. Either way a speed boosting move with maxed speed is better even and maxed speed is still best to me even without a speed boosting move. Also Jolly and Timid are not bad imo.

I'm running a special Kommo-o with Clanging Scales/Flash Cannon/Focus Blast/Flamethrower in the battle tree. Maxed Spe and SpA.
He wrecks shit in the Battle Tree but I'm not sure what item to give him. Tried Choice Specs but didn't like being locked into one move as he can easily sweep with access to all four

Trick Room isn't about being as slow as possible; stop this meme. It's about being slower than your opponent.
It can work well in Trick Room, depending of the situation. It can get rid of fellow dragons like Garchomp it would otherwise have no chance against.

I run the same set but I use Assault Vest cause I didn't wanna get locked in with Specs.
Is it bad if I want to put EV's into his defenses?

I never understood why ev's werent split among the stats evenly (never EV trained until now, first attempt), so could you explain?

For the most part, splitting EVs between defences is never as good as just fully investing into HP.
In theory, Attack and speed EVs would be kept at key benchmarks to secure outspeed and OHKOs from as much as possible, but in practice dealing a bit more damage is always good.
In general, Two or three stats get boosted because it is more efficiant to focus on what that Pokemon will do, and switch to another specialist if you need it.
If a pokemon needs to rely on a low stat for some reason, EV investment is very powerful. For Example, the go-to tank spread is 252 HP, 252 Def/SDef, 4 other def. For something like Guzzlord though, it actually benefits more from going 252 Def, 252 SppDef, 4 wherever, since 80ish points of HP are a drop in the bucket, while 80ish points of defence are a big deal.
A Pokemon gets very powerful if it dumps stats. Instead of having middling bulk on both sides, your Kommo-o could instead be impressivly bulky one way or the other, and count on coming in on a physical/special threat to set up.
It is common practice to speed creep, or put a handfull of points into speed. How much to speed creep is always a complex issue, as any points you invest, and don't outspeed the opponent are points you threw in the trash.
Also of note, EV's only work in multiples of 4. 8 if playing at level 50.
