They add onto the stats. 31 attack IVs means that at level 100 it will have 31 more attack IVs than a pokemon with 0 attack IVs

IVs give stats in proportion to level. At lower levels, the difference is completely negligible.

Also note that even at level 50 there's no difference between 30 and 31 IVs, since they almost always give the same stats either way (sometimes going as low as 28 giving the same stats as 31).

[(IV/2)+Base+(EV/8)+5]*Nature
So 31 IVs, They will add 15 point in that stat.
