It's most likely that they needed a 'cute' counterpart to Beedrill, and Venomoth didn't fit the bill, so they swapped evolutions.

I genuinely think that gen 5 was going to have a lot of new evolutions for old pokemon but something changed and they scrapped the idea.
It's kind of weird that the last time we got new evos was in Gen 4...

And both Butterfree and Venomoth have traits of swallowtail butterflies (Butterfree has the pattern, Venomoth has the actual "swallow tails")
I don't see how it's an implausible theory, there's just too many physical similarities between the two. The only other explanation could be laziness
