fire requires even numbers in the other 3 stats with only 2 possible configurations (i think) around 3 perfect 31 stats (in other words approx 1/80 chance)
Hp is very dependant on the pokemon it self, for example tapu koko has very poor coverage for ground types outside of grass knot so u want ice
tapu lele wants fire because steel types scare it to death
with legendaris common HPs to get are water, steel, dark, fairy, ice, electric just because of the set up of their guarenteed 3x31 IVs

HP Ice is only really useful against Garchomp.
Power Gem hits other Dragons and Lando hard enough.
Without HP Fire, the best you can do against pretty much any steel type is faint in a menacing way.

HP Ice spread is 31/xx/even/31/31/31
HP Fire is something like 31/even/31/even/31/even, so slightly harder to get
Substitute 31s with uneven IVs and 30s with even ones.

i feel nihilego is better for set up/lead then it is for a sweeper (though can be dione without much difficulty) so ice is prob better cause it covers a decent spread on lead match ups
tapu lele is fire no questions asked cause it doesnt have fire moves at all, and as a sweeper u dont want to be stopped when ur on a roll, and mons that can easily do that is scizor and ferrothorn, but having hp fire will let lele just run em down
