At the very least, endgame NPCs have had custom sets since Red and Blue. Remember Lance's Barrier Dragonite? Though I think Gen I was limited to one unique set per team due to GF's shitty programming
Expecting anything from a unique NPC to have a standard level-up moves only set these days is idiotic, especially after the Elite 4. Granted, the set might be WORSE than level-up moves, but we try not to talk about Tierno.
