Ice was not shit back in Gen 1, it was one of the best typings in the game, because Blizzard had 90% accuracy, 120 base power, 30% freeze (10% for you Americans). Having STAB on Blizzard was ridiculous back then, and almost nothing relevant resisted it, outside of Water types and other Ice types. Gen 2's type chart rework was absolutely fucking retarded and destroyed the balance for the rest of the series.

This is a grossly simplified and misleading statement. There are plenty of places where water can instantly freeze or ice seed crystals can be used to freeze water. It really depends on temperature.

In Gen 1 it was also a fantastic defensive type because it was resistant to itself (one of the best offensive types), immune to freeze (a fucking death sentence in gen 1) and only one of its three weaknesses actually mattered, that being rock. However every single relevant Rock Slide user was also weak to ice.
Seriously if Psychic didn't exist, Ice would have been the best type in gen 1.
