Both to be honest.
They would be stupid to cut off their portable (yes switch is portable but nothing close to the 3DS) players.
3DS players still get the game they want , and switch users get the game with better graphics.
But who knows, by the time the next gen is released, and with the switch rumored to be fairly cheap, they could make it on the switch only and it would just be a means to sell consoles.
