Johto is literally bordering Kanto, and they share a league. (Also it was a direct sequel before GF decided they'd branch out more in other Gens)

Kalos and Alola have no real in story reason to be pandering to Kanto so much. It's just shilling to Gen 1 lovers

Gen 2 was developed as an expansion to Gen 1, a complement to round out the series and end it with style.
GF planned it to be the ultimate, last Pokemon game.

But of course being a Sinnohfetus with the aid of hindsight you wouldn't understand this at all. What gen 6 and 7 do is geniune pandering for the sake of it.
