Open it with an editor
Search Sylveon and change the line with:

Also if you wish put charm way earlier because right now it's at level 40

For Gligar, I think it's the catacombs. Pretty early iirc. Sneasel isn't until before the eighth badge, but if you can hold off until then, they're very common.
