I don't even know if it'll get that. The only notable water trainer is Lana, and unless she plays a major role she'll probably just show up early, serve her role and vanish. Hau doesn't appear to be in this timeline, and if he does he'd probably be using Alola Raichu as his signature pokemon. Likewise, Kukui will probably have Rockruff/Lycanroc as his.

Special hasn't been good since BW. Kusaka got really fucked by GF's decision and hasn't been able to properly tell his own stories for years. The way in which he totally ignored the parallel universe bit in ORAS but sill brought back shitty versions of Archie and Maxie said it all. He just got totally derailed. Same for XY being so rushed and lame and BW2 coming out like 6 years after the games.

I would say yes. No other character has received this much love in just a month of the release.
Going by Gelbooru numbers, she already has 1100+ fanart in just a month. Compare that to Blue, who only has received 1400+ in 20 years, with the help of 3 anime, 4 games, and a few manga.

The dynamics of fanart creation and exposure have changed rapidly too in the last ten years. Sites like pixiv and tumblr have made it easier than ever for artists to get exposure, which encourages artists to play to the audience and makes art all around more accessible to everyone. There's more fanart being made nowadays that's easier for everyone to find. How much fanart has been lost to time before the big sites went up?

I'd hold off on calling Lillie anything particularly special until the next set of games has come out and we can see how she stacks uop long term.

It's true characters are at the height of their popularity at the time of the release of their game, but this rate is still incredibly fast. If Cynthia had gotten 1 fanart per day for the last ten years, she would have double the amount. That's how much of a headstart she had.

Granted, Lillie's number still don't even compare to characters like Hilda or Dawn, but she's still growing at a really fast number. If she keeps this up with even 1/4 of the speed, she'll have overtaken all of them in less than a year.
I'm also considering the fan reception. Sure, everyone liked Cynthia, but I don't remember no character receiving this much acclaim, ever. Only time will tell, but to me she clearly seems the most popular for the amount of time she's been around for.
